Monitoring and Evaluation Specialist

Background
IRD seeks a Monitoring & Evaluation Specialist for a USAID-funded crime and violence prevention program in El Salvador. M & E Specialist develops, manages and implements the project’s monitoring and evaluation system, tools, and procedures. Specialist is responsible for continual updating and refining of M&E Plan and Performance Management Plan (PMP) as requested, and updates the operational procedures as necessary. Additionally, works to collect and consolidate information provided by the regions for overall reporting purposes.


Duties & Responsibilities
• Writes, implements and updates the M&E Plan and Performance Management Plan to ensure consistent data collection and management;
• Reports on activities, accomplishments, and results for USAID deliverables and reports including weekly, quarterly, annual, and other ad hoc reports;
• Ensures compliance with all applicable donor and IRD regulations and program requirements;
• Ensures effective implementation of program monitoring and evaluation activities;
• Designs and implements program activities database, systems, and surveys – including gathering information from regional offices and personnel, updating the database, and distributing information to key stakeholders;
• Responsible for overall management, training, and mentoring of M&E field staff;
• Provides technical guidance, direction, advice, and training to project staff throughout country;



Qualifications
• Bachelor’s degree in Social Science, Statistics or related field with 8+ years of development experience in designing, managing, and implementing monitoring and evaluation systems and surveys.
• Experience working with USAID and knowledge of their: best practices, guidelines, tools, and resources for Monitoring and Evaluation.
• Demonstrated ability to analyze and interpret qualitative and quantitative data.
• Advanced knowledge of Microsoft Office Suite.
• Fluency in English and Spanish
